Why mechanical work is a strong lane
When we checked SAM.gov on Oct 16, 2026, 7:10 AM PT, open SDVOSB set-aside notices for HVAC and mechanical work outnumbered roofing notices. That is not surprising. VA medical centers are large, older buildings with central plants, steam systems and strict air-handling requirements, and that equipment wears out on a schedule. Boiler replacements, chiller replacements, HVAC deficiency corrections and domestic water upgrades come up again and again.
The work is often packaged two ways: construction projects under repair and alteration codes (Z1DA, Z2DA), and service or repair contracts under maintenance codes (J041 for refrigeration and air-conditioning equipment, J045 for plumbing and heating equipment). Both can be SDVOSB set-asides.
NAICS codes to search
- 238220 Plumbing, Heating, and Air-Conditioning Contractors: the core code for most HVAC, boiler, chiller and piping work. Size standard: $19.0M (13 CFR 121.201).
- 236220 Commercial and Institutional Building: larger VA projects with major mechanical scope, such as a new boiler plant, are often listed here ($45.0M).
- 238290 Other Building Equipment Contractors ($22.0M), and 811310 for some equipment repair contracts.
Remember that for SBA VetCert you must be small under the size standard for every NAICS code in your SAM profile (13 CFR Part 128 §128.200), so be deliberate about which codes you list.
SDVOSB vs. VOSB for mechanical contractors
SDVOSB set-asides are government-wide under FAR Subpart 19.14. On this page you will see a National Park Service HVAC job next to VA projects. VOSB set-asides are VA-only. Since January 1, 2024, SBA VetCert certification is required to win either kind of set-aside, except for firms that applied by December 31, 2023 and are still pending (SBA veteran contracting programs; SBA VetCert portal).
What to check on a mechanical notice
- Site visit: mechanical rooms and central plants are hard to price from drawings alone, and VA site visits are often scheduled soon after posting.
- Outage and phasing requirements: hospitals stay open, so expect tight shutdown windows and infection-control rules.
- Notice type: a presolicitation means drawings are coming; a solicitation means the bid window is open.
- Time zone: response times are listed in the contracting office's local time.
Getting matched automatically
Searching "HVAC" on SAM.gov misses notices titled "Replace Boilers 4 and 5" or "Correct Domestic Water System", and it catches HVAC filter deliveries and supply buys you don't want. BidMuster reads every new notice, matches on trade and scope rather than one keyword, and emails mechanical contractors a short daily list of SDVOSB and VOSB set-aside jobs in their territory.

FAQ
What NAICS code covers federal HVAC work?
Most HVAC, boiler, chiller and plumbing construction is listed under NAICS 238220. Larger projects with major mechanical scope may be listed under 236220.
Are HVAC maintenance contracts set aside for SDVOSBs too?
Yes, some are. Service contracts under codes like J041 (refrigeration and air-conditioning equipment) and J045 (plumbing and heating equipment) can carry SDVOSB set-asides, as the Illiana condenser coil job on this page does.
Why does this page focus on HVAC and not roofing?
When we checked on Oct 16, 2026, 7:10 AM PT, there were more open SDVOSB set-aside HVAC and mechanical notices with due dates at least a week out than roofing notices.
Do I need SBA certification to bid?
To win an SDVOSB set-aside you need SBA VetCert certification (required since Jan 1, 2024), unless you applied by Dec 31, 2023 and are still pending.
